Mayor Bryant called the meeting to order at 7:02 p.m.

Roll Call found the following members present; Mendoza, Meyer, Pierson, Oerlemans, and Mayor Bryant

Vice Mayor Meyer participated via Zoom teleconference in accordance with the Brown Act "just cause" exception, per AB 2449.

Mayor Bryant led the Pledge of Allegiance. 

Janneth Peru thanked the Brentwood Library for their support of Hijas Del Campo's weekly Despensa program.

Alaina Nabas-Villeda thanked the City of Brentwood and Brentwood community partners for their support of Hijas Del Campo's third annual Holiday Drive. 

Maribel Thanked the City Council, City staff, and the Brentwood and other local community partners for their continued support of Hijas Del Campo's annual events and programs. 

Ian Cohen provided an update on behalf of the Heritage High School Chinese Culture Club.

The City Council continued this portion of the agenda to the next regularly scheduled City Council meeting.

Vice Mayor Meyer requested removal of item F. 8 from the Consent Calendar.

The City Council recessed at 8:26 p.m. and reconvened at 8:35 p.m.

  • Adopted Resolution 2024-01 accepting the work performed by Mercoza (“Contractor”) for the Pavement Management Program 2023 (Concrete), CIP Project No. 336-31702 (“Project”); and requesting the City Clerk to file a Notice of Completion with the County Recorder.




  • Adopted Resolution 2024-01-SA of the Successor Agency to the Brentwood Redevelopment Agency (“Successor Agency”) approving the Recognized Obligation Payment Schedule (ROPS) and Administrative Budget for July 2024 – June 2025, and authorizing the Director of Finance and Information Systems and/or his designee, in consultation with the General Counsel, to make minor adjustments thereto as necessary to secure approval of the ROPS and/or the Administrative Budget by the State Department of Finance; and to undertake other actions necessary to carry out the purposes of this resolution.




Vice Mayor Meyer requested that National Volunteer Week be added to the proposed list of proclamations.

David Best, Project Manager with Shea Homes, spoke on behalf of the applicant.

    Waived first reading and introduce Ordinance 1066 approving RZ 23-001, to amend the PD-45 zoning text, specifically subsection 17.495.005 “Other Regulations” to allow, through a Conditional Use Permit, an increase to the number of residents an existing residential group home can accommodate and add a new conditionally permitted use to subsection 17.495.003 that reflects the previously mentioned allowance.

    Adopted Resolution 2024-03 approving DR 23-001, which requests approval of a 2,877 square foot addition, consisting of three dwelling units (cottages), a communal pantry, laundry facility, and associated site improvements to an existing residential group home, with the removal of Design Review Item 7 related to roof drainage downspouts.

Amy Tilley, Executive Director of the Downtown Brentwood Coalition, and Karri Reiser, President of the Brentwood Chamber of Commerce, spoke in support for the item.

Greg Robinson provided comments regarding the consideration of limiting competing events scheduled at the same time.

    City Council received the report and provided the following direction:

    1.    Adopt staff recommendations as presented in the staff report
    2.    Direct staff to streamline and develop more detailed outline of how much street closures will cost
    3.    Developed tiered fees for residents v. nonresidents, and non-profits v. for-profits for park usage
    4.    Develop an exemption process
    5.    Create a thorough and forward-looking way to educate the public on the changes
    6.    Tailor Brentwood Municipal Code definitions for more clarity and enforcement opportunities
    7.    Provide City Council with recommendations as to use of incentives for using other parks
    8.    Work with school districts to avoid conflicts with events
    9.    Have staff consider how LUD may be involved in resolving ambiguities in the application review process

  • That the City Council consider and discuss the request from Council Member Mendoza related to the ability of the City Council to mandate the internal investigations of certain employees.
