Pursuant to Council/Administrative Policy, Meeting Rules and Procedures section 5.2 (Decorum Generally – Public), comments by members of the public are generally limited to five minutes, or less time if a large number of speakers is anticipated, or if approved by the Mayor. Speakers desiring answers to questions should direct them to the Council/Successor Agency and, if relevant, they may direct them to the appropriate staff member. Speakers can also follow up directly with staff during regular City business hours.

During this portion of the meeting those present in the Council Chambers are permitted to speak on items that are listed under Presentations; Informational Reports; Consent Calendar; Requests for Future Agenda Items- New Items; or items not on the agenda during this portion of the meeting. Public comments for scheduled agenda items should wait until that time.

Zoom participation during this general public comment period will not be accepted. 

This portion of the agenda is to provide an opportunity for Council Members to report on attendance at events, subcommittee meetings, and entities on which the Council Member has been appointed as a liaison and for staff to provide brief updates and/or information to the City Council.

All matters listed on the consent calendar are considered routine in nature and will be enacted by one motion.  If discussion is required, that particular item will be removed from the consent calendar and will be considered separately.

  • Title/Recommendation

    Adopt a resolution finding that the Annual Progress Report accurately reflects the General Plan implementation for calendar year 2023; accepting the report as required by the State of California; and directing staff to forward the report to the Governor's Office of Planning & Research (OPR) and the State Department of Housing and Community Development (HCD).

    Adopt a resolution finding that the Annual Progress Report accurately reflects the Housing Element implementation for calendar year 2023; accepting the report as required by the State of California; and directing staff to forward the report to the Governor's Office of Planning & Research (OPR) and the State Department of Housing and Community Development (HCD).

    Staff recommends that the City Council waive the second reading of and adopt Ordinance No. 1068, approving an amendment (Rezone No. 23-005) to the Brentwood Municipal Code by repealing and replacing Chapter 17.720 (Density Bonus Program) to implement State Density Bonus Law and adopting Government Code Sections 65915–65918 by reference, as well as modifying Section 17.725.002 (Definitions) of the City’s Affordable Housing Ordinance to modify the definition of Low-income household.

    These text amendments are exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that there is no possibility that the Ordinance may have a significant effect on the environment.

  • Title/Recommendation

    Staff recommends that the City Council waive the second reading and adopt the following:

    1) Ordinance No. 1069 of the City Council of the City of Brentwood, Amending the Definition of “Peddler” in Section 5.48.020 and Adding Chapter 5.64 to the Brentwood Municipal Code; Imposing Regulations on Sidewalk Vending in Compliance With Senate Bill 946; Amending Section 7.02.210 Regarding Vendors in Parks; and Determining the Ordinance to be Exempt from CEQA.

    2) Ordinance 1070 of the City Council of the City of Brentwood Repealing and Replacing Chapter 5.68 of the Brentwood Municipal Code Regarding Mobile Vending and Declaring the Ordinance to be Exempt from CEQA.

    The two Ordinances are exempt from the requirements of the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines, as they are not a “project” and have no potential to result in a direct or reasonably foreseeable indirect physical change to the environment. 14 Cal. Code Regs. § 15378(a). Further, the Ordinances are exempt from CEQA as there is no possibility that either Ordinance or their implementation would have a significant negative effect on the environment. 14 Cal. Code Regs. § 15061(b)(3).

Persons addressing the City Council using Zoom are asked to raise their hands using the Zoom feature. Those attending in person and wishing to address the Council may do so from the podium. The Council may adopt reasonable regulations at the onset of each business item to facilitate public testimony. These regulations may include time limits. In the absence of such regulations, the item shall follow the protocol for Public Comments.  Public comment on each of the following items is limited to what is described in the specific agenda item.

  • Title/Recommendation

    Staff requests the City Council consider and approve the layout, amenities, and location of the interpretative historical display for the former Davis Camp site.

    This action is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that there is no possibility that the action may have a significant effect on the environment.

  • Title/Recommendation

    Receive update on plans for the City led 2024 Juneteenth Event and provide direction to City staff on a revised event budget with a not-to-exceed amount of $45,000 for the event.

  • Title/Recommendation

    Approve the proposed allocation of funds for the Economic Development Grant Program Priority Projects category and funding sources for each project in the amount of $100,400, annually, for FY 2024/25 and FY 2025/26, as recommended by the Land Use & Development Committee and authorize the City Manager or designee to execute all grant documents.

  • Title/Recommendation

    Staff recommends that the City Council introduce and waive the first reading of an Ordinance amending Brentwood Municipal Code Chapter 2.46 (Park and Recreation Commission) and provide staff with direction on potential additional ordinance amendments.

    The proposed Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption - in that the proposed ordinance would only establish and clarify administrative processes and would not facilitate new construction or other groundbreaking activities. There is no potential to result in either a direct physical change to the environment or a reasonably foreseeable indirect physical change to the environment.

Council Members wishing to have an agenda item placed on a future agenda shall make a request under this section of the agenda. These items will be included on the agenda for the next Council meeting

  • Title/Recommendation

    That the City Council consider and discuss the request from Council Member Mendoza from February 27, 2024, Council Meeting to consider updates to the following Affordable Housing Ordinance (BMC Chapter 17.725) requirements:

    1. Percentage of allocations for Very Low, Low, and Moderate income units.
    2. A potential increase to the minimum percentage of affordable units required in the Affordable Housing Ordinance
  • Title/Recommendation

    That the City Council consider and discuss the request from Council Member Mendoza from February 27, 2024, Council Meeting to consider updates to the objective design standards to require a park strip in front of sidewalks in new development.
