Mayor Bryant called the meeting to order at 7:21 p.m.

Roll Call found the following members present: Mendoza, Meyer, Pierson, Oerlemans, and Mayor Bryant.  

Mayor Bryant led the Pledge of Allegiance. 

Mayor Bryant reported there were no reportable actions from Closed Session.

Danny Dohrmann provided comments on election and optics. 

Mayor Bryant presented the proclamation to Troy White. 

Brentwood Youth Commission presented their Year in Review presentation.

Council Member Mendoza reported on attendance at the Locanda Capri Ribbon Cutting, Planning Commission meeting, graduations at La Paloma, Independence, Heritage and Liberty high schools, CalCities Latino Caucus Bylaw Subcommittee meeting, Pickleball Courts Ribbon Cutting at Creekside Park, and provided information on the upcoming Brentwood Veterans Memorial Luau.

Council Member Pierson reported on attendance at the School Interagency meeting, Diversity, Equity, Belonging and Inclusion Committee (DEBI) meeting, Land Use and Development (LUD) meeting, Age and Disability Friendly Communities Committee meeting, Family and Children Trust Committee meeting, Locanda Capri Ribbon Cutting, Public Art and Design Academy (PADA) artwork installation Ribbon Cutting, Juneteenth planning meeting, Heritage High School graduation, and watched the Planning Commission meeting.

Council Member Oerlemans reported on attendance at the Police Activities League (PAL) board meeting, watched LUD and Planning Commission meetings, Farmers Market, PADA artwork installation Ribbon Cutting, Pickleball Courts Ribbon Cutting at Creekside Park, graduations at Independence, Heritage and Liberty high schools, and the Agricultural Enterprise Committee meeting.

Vice Mayor Meyer reported on attendance at the DEBI Committee meeting, watched the LUD Committee meeting, attendance at the Age and Disability Friendly Communities Committee meeting, Locanda Capri Ribbon Cutting, Soroptimist International of the Delta 40th Anniversary event, graduations at La Paloma, Heritage and Liberty high schools, Pickleball Courts Ribbon Cutting at Creekside Park, Meals on Wheels fundraiser, Agricultural Enterprise Committee meeting, and a CalCities Mayors and Council Members roundtable.

Mayor Bryant reported on attendance at the Contra Cotsa County Mayors' Conference, Pickleball Courts Ribbon Cutting at Creekside Park, PADA artwork installation Ribbon Cutting, and hosted the Brentwood Elementary third-grade class on a tour of City Hall and a Q&A session.

Council Member Pierson pulled items G.3 and G.4 to be considered separate from the Consent Calendar.

    Introduced and waived first reading of Ordinance 1075 authorizing text amendments relating to fire services from any applicable sections of the current municipal code, with Section 2.36.020 Appointment to read as follows:

    The city manager shall be appointed by the city council solely on the basis of his/her executive and administrative qualifications and ability. Residence in the city of Brentwood shall not be required as a condition of employment. However, no later than one year after employment, the city manager shall reside within the area of the former boundaries of the East Contra Costa Fire Protection District, as those boundaries existed on September 23, 2014. Upon the city manager's showing of a good faith effort to relocate pursuant to this section, the city council may, by motion, extend the one year relocation period. No member of the city council shall receive such appointment during the term for which he/she shall have been elected or within one year after the expiration of his/her term of office.

    Adopted Resolution 2024-62 amending the City of Brentwood 2023/24 Cost Allocation Plan and Schedule of City Fees related to the timing of Consumer Price Index adjustments and revisions to Parks and Recreation fees; and finding that the proposed amendments do not constitute a project for the purposes of the California Environmental Quality Act.

Council Member Pierson recused herself from discussion related to Brentwood on Ice due to an attorney/client relationship with the applicant and left the dais.

Mayor Bryant opened the public comment period following a presentation by Abraham Salinas, Senior Analyst.

Lauren Huffmaster submitted a written public comment regarding the Adventure Therapy Foundation application. 

Karri Reiser spoke in support of Brentwood on Ice.

Council Member Pierson returned to the dais after the adoption of Resolution 2024-63.

Karri Reiser spoke on behalf of the Brentwood Chamber of Commerce and thanked the Council for their support.

Amy Tilley spoke on behalf of the Downtown Brentwood Coalition and thanked the Council for their support.

Peter Jacoway spoke on behalf of the Downtown Brentwood Coalition and thanked the Council for their support.
