Mayor Bryant called the meeting to order at 7:18 p.m.

Roll Call found the following members present: Mendoza, Meyer, Pierson, Oerlemans, and Mayor Bryant.  

Mayor Bryant led the Pledge of Allegiance. 

Mayor Bryant reported there were no reportable actions. 

Mayor Bryant opened Public Comment.

Danny Dohrman provided comments related to remote public participation, recognized a local hero and his efforts to save a young girl from a burning car, and spoke regarding sidewalk widths downtown.

There being no one else wishing to speak, Mayor Bryant closed Public Comment.

Council Member Oerlemans reported on attendance at the Bicycle Rodeo at Veterans Park, a Police Activities League meeting, Bags and Brews event downtown, watched the Planning Commission training, and the Farmers Market.

Vice Mayor Meyer reported on attendance at Brentwood Senior Center Resource Fair, a Diversity, Equity, Belonging, and Inclusion (DEBI) Committee, debrief meeting regarding the Day of Service event, Shadow Lakes Annual Cleanup Day event, met many families new to the City, Downtown Brentwood Coalition (DBC) Memorial Day service, Corn Hole Tournament and Bags and Brews, and the Memorial Day event at Union Cemetary.

Council Member Mendoza reported she did a ride along with residents viewing parks on the east side of town, attendance at the Town Hall with Tim, Our Neighborhood Voices meetings, hosted a tour at City Hall for Garin Elementary 3rd-graders, Cal Cities League of Latino Caucus meetings, Memorial Day Presentation to Gold Star families, Bags and Brews, Memorial Day event at Union Cemetary, and watched the Planning Commission training.

Council Member Pierson reported on attendance at Special Closed Session meetings, the Rotary Gala, DEBI meeting, School Interagency meeting, Town Hall with Tim, Juneteenth planning meeting, and the Farmers Market.

Mayor Bryant reported on attendance at Industrial Association Mayors' forum, Tri Delta board meeting, reception at Heritage High School for C-SPAN StudentCam winners, 2024 Guru Vandana teacher appreciation event at Ron Nunn Elementary School, Rotary golf fundraiser, and the Memorial Day event at Union Cemetary.

City Manager Ogden provided updates on two upcoming ribbon cuttings; Liberty Union High School District's Public Art and Design Academy (PADA) project at the corner of O'Hara Avenue and Sand Creek Road on June 4th at 2:00 p.m. and Creekside Park Pickleball Courts on June 5th at 5:00 p.m.

  • 1.Adopted Resolution 2024-52 calling and giving notice of the holding of a general municipal election on Tuesday, November 5, 2024, for the election of one [1] Council Member in District 1, one [1] Council Member in District 3, and one [1] candidate for Mayor to be elected at large, for four-year terms as required by the provisions of the laws of the state of California relating to general law cities; requesting the Contra Costa County Board of Supervisors consolidate a general municipal election to be held on November 5, 2024, pursuant to Elections Code § 10400, et seq.; requesting that the City Clerk file a certified copy of the Resolution with the County Board of Supervisors and the County Election Department.

    2.Adopted Resolution 2024-53 adopting regulations for candidates for elective office pertaining to candidate statements submitted to the voters at the election.




  • Adopted Resolution 2024-55 approving the contract documents, waiving an immaterial irregularity, awarding the bid and authorizing the City Manager or designee to execute a contract and necessary documents for the Pavement Management Program 2024 (Asphalt), CIP Project No. 336-31703, (“Project”) with DSS Company dba Knife River Construction as the lowest responsible bidder in the amount of $2,077,240.00, plus funding authorization for a 1% contingency of $20,772.40, for a total funding authorization not to exceed amount of $2,098,012.40.




  • Received an informational report notifying the Council that City staff will correct a clerical error to the rate schedule in Attachment A to Resolution No. 2023-75 and file an amended Water Rate Study Report.




Mayor Bryant opened the public hearing following a staff presentation by Sonia Agostini, Accounting Manager.

Danny Dohrmann provided comments related to the PA1 and Lone Tree projects. 

There being no one else wishing to speak on the item, Mayor Bryant asked for a motion to close the public hearing.

It was moved/seconded by Council Member Mendoza/Vice Mayor Meyer to close the public hearing and the motion carried unanimously.

    Adopted Resolution 2024-56 adopting the 2024/25 – 2028/29 Capital Improvement Program (CIP) as presented with direction to staff to bring back changed sheets in June to reflect Windsor Way Park improvements in 2024/25, explore opportunities for resurfacing the basketball courts and adding lights at Windsor Way Park and Homecoming Park, and moving back the Aquatic Complex Locker Rooms Remodeling project to accommodate workload and budget necessities.

Mayor Bryant opened the public hearing following a staff presentation by Bruce Mulder, Director of Parks and Recreation. 

There being no one wishing to speak, Mayor Bryant asked for a motion to close the public hearing.

It was moved/seconded by Council Member Pierson/Vice Mayor Meyer to close the public hearing and the motion carried unanimously.

    Adopted Resolution 2024-57 approving the City of Brentwood’s Landscape & Lighting Assessment Districts, Landscape & Lighting Assessment District No. 19-3, Landscape & Lighting Assessment District No. 21-1, and Citywide Park Maintenance District No. 98-1 Engineer’s Reports for Fiscal Year 2024/25; ordering improvements; confirming the diagram and assessments; levying and collecting assessments; and finding that the above actions are exempt from the California Environmental Quality Act.
