Pursuant to Council/Administrative Policy, Meeting Rules and Procedures section 5.2 (Decorum Generally – Public), comments by members of the public are generally limited to five minutes, or less time if a large number of speakers is anticipated, or if approved by the Mayor. Speakers desiring answers to questions should direct them to the Council/Successor Agency and, if relevant, they may direct them to the appropriate staff member.   • Title/Recommendation

    The Combined Community Facilities District (CFD) Annual Report for Special Taxes Levied ensures compliance with , which requires an annual report be filed with the Legislative body for voter approved special taxes. Staff recommends that the City Council receive and file the Combined Community Facilities District (CFD) Annual Report for Special Taxes Levied for Fiscal Year 2024/25.

  • Title/Recommendation

    The Supplement to the Annual Report on the Low and Moderate Income Housing Fund ensures compliance with requirements for Housing Successors included in Senate Bill 341 (SB 341). This report will be submitted to the Department of Housing and Community Development (HCD) as an addendum to the Annual Progress Report that will be prepared in Spring 2026. Staff recommends that the City Council receive and file the Supplement to the Annual Report on the Low and Moderate Income Housing Fund for Fiscal Year 2024/25.

  • Title/Recommendation

    The Development Impact Fee Report ensures compliance with California Government Code Sections 66006(b) and 66001(d), which require an annual report providing specific information about those fees be prepared and made available to the public. Staff recommends that the City Council receive and file the 2024/25 Development Impact Fee Report.

  • Title/Recommendation

    Adopt a resolution amending the professional services agreement with De Novo Planning Group for the Focused Zoning Ordinance Update and Objective Design Standards to extend the term from the initial two years to “until services are complete.”

  • Title/Recommendation

    Adopt a Resolution accepting the work performed by MARC Builders LLC, dba MARC Engineering (“MARC Engineering”), for the installation of the Fields of Time art project under the Public Art Spaces Project CIP No. 337-37244 (“Project”), and requesting the City Clerk file a Notice of Completion with the County Recorder.

  • Title/Recommendation

    Adopt a Resolution accepting the in-tract public improvements for Parkside Villas for maintenance; accepting the Maintenance Bond; releasing the Improvement Securities and requesting that the City Clerk file this Resolution with the Recorder of Contra Costa County for these improvements, constructed as a part of Parkside Villas, Subdivision No. 8982, at Old Sand Creek Road.

  • Title/Recommendation

    Adopt a Resolution accepting the in-tract public improvements for Brentwood Country Club Phase I and II for maintenance; accepting the Maintenance Bond; releasing the Improvement Securities and requesting that the City Clerk file this Resolution with the Recorder of Contra Costa County for these improvements, constructed as a part of Brentwood Country Club Phase I and II, Subdivision No. 9486 & 9460, south of Balfour Road and between State Route 4 and Summerset Drive.

    Receive and file an Informational Report on the City Manager’s approval of the Final Map for Subdivision No. 9435, Inez Estates, developed by Cyrus Land Investments, LLC., located at 7281 Lone Tree Way (018-080-022).

  • Title/Recommendation

    Adopt a Resolution approving the Addendum to the Mitigated Negative Declaration for the Wastewater Treatment Plant – Phase II Expansion Project, CIP Project No. 592-59140.

  • Title/Recommendation

    Waive the second reading and adopt Ordinance No. 1090, Adopting by Reference Portions of the 2025 Edition of the California Code of Regulations Title 24 (California Building Standards Code) with Local Amendments, Amending Chapter 15.04 and Amending and Adding to Chapter 15.06 of the Brentwood Municipal Code, and Making the Required Findings of Local Climatic, Geological, and Topographical Conditions. The adoption of the ordinance is not a project under the California Environmental Quality Act (“CEQA,” codified at Public Resources Code §§ 21000, et seq., as further governed by the State CEQA Guidelines, found at 14 CCR §§ 15000, et seq.) pursuant to 14 CCR §§ 15358 and 15378 because it has no potential for resulting in physical change to the environment, directly or indirectly. Further, even if considered a project, the adoption of this ordinance is exempt under CEQA pursuant to 14 CCR § 15061(b)(3) because it can be seen with certainty that there is no possibility the adoption of this ordinance will have a significant effect on the environment.

  • Title/Recommendation

    Introduce and waive the first reading of an Ordinance of the City of Brentwood repealing and replacing Chapter 17.725 of the City of Brentwood Municipal Code Relating to the Affordable Housing Program.

    The Ordinance is exempt from review under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq., and the Guidelines for CEQA, 14 CCR §§ 15000, et seq.) because it has no potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, per 14 CCR § 15061(b)(3). Further, the Ordinance is also exempt because it does not apply to any particular housing project at this time and it is thus speculative to evaluate any such future project in the context of consideration of this Ordinance.

  • Title/Recommendation

    Staff recommends that the City Council 1) review the City Council committees, assignments and descriptions, and approve, by motion, the committees, schedules, appointments and descriptions of currently established committees; and 2) review amended/new committees and approve, by motion, the committees, appointments and descriptions.

  • Title/Recommendation

    Adopt the Side Letter between the City of Brentwood and the Brentwood Police Officers’ Association to update the Holiday language in the Brentwood Police Officers’ Association 2021-2024 and 2024-2027 Memorandums of Understanding (MOUs) to clearly identify the City’s official list of recognized holidays. The proposed action will clarify the Holiday Pay language to ensure that it is reportable as special compensation to CalPERS pursuant to the Public Employees’ Retirement Law (PERL), Government Code, California Code of Regulations (CCR), and CalPERS regulations.

  • Title/Recommendation

    Adopt a Resolution approving and authorizing the City Manager or designee to execute Amendment No. 5 to the Contract for Landscape Maintenance Services with Terracare Associates for a two-year term from January 1, 2026 to December 31, 2027, in the amount of $9,879,251.31, plus funding authorization of 15% for additional work in the amount of $1,481,887.70, for a total authorized not to exceed contract amount of $33,925,996.99 (for the 7-year contract term that began in January of 2021), and authorize the City Manager or designee to approve necessary documents for the additional work, if appropriate.

  • Title/Recommendation

    Receive an update discussing the cost increases associated with the Wastewater Treatment Plant Expansion – Phase II project (“Project”), and discuss SB 1383 compliance options related to wastewater biosolids.

    Adopt a Resolution 1) approving an increase in funding authorization with C. Overaa & Company (“Overaa”) in the amount of $1,500,000; 2) approving an increase in funding authorization with TW Associates LLC, dba MISCOwater LLC (“MISCOwater”) in the amount of $2,500,000; 3) approving an increase in funding authorization with Water Works Engineers, LLC (“Water Works”) in the amount of $650,000, for the Wastewater Treatment Plant Expansion – Phase II, CIP Project No. 592-59140 (“Project”) and 4) authorizing the City Manager or designee to execute necessary documents to effectuate these actions.

    City Council adopted a Mitigated Negative Declaration for the Wastewater Treatment

    Plant – Phase II on August 9, 2016. A Supplemental Mitigated Negative Declaration,

    which evaluated modifications related to this Project, was adopted in 2023. Finally, an Addendum to these documents, which analyzes additional Project revisions, is on tonight’s agenda for City Council’s consideration.

  • Title/Recommendation

    Request to prepare a report and recommendation for the allocation of current and future Economic Development Grant funds to support the creation and operation of a Winter Market in 2026.

    The event would serve as an opportunity to promote local economic activity, attract visitors to the downtown area, and foster community engagement during the holiday season.

  • Title/Recommendation

    That the City Council consider and discuss Vice Mayor Pierson and Council Member Mendoza’s request that the City Council review the goals of the program, the process of buyer notification and selection, and a potential update of the Municipal Code specific to our affordable housing program.
